The all Akatsuki members in Naruto initially aimed to capture and control the Tailed Beasts to bring about world peace. However, as the story progresses, their true agenda changes, with Tobi/Obito leading the group toward world domination. Their ultimate goal was to implement the Eye of the Moon plan to create an ideal world under their control.
